Subtitles in picture-in-picture are doubled. I've tried clearing the cache and restarting the browser but the problem persists. Site in question is Netflix (first image). Does not happen on YouTube (second image).

Check those site CC settings it looks more like a site issue then a Browser and also with a link for others to verify there no way to know what happening.

It is a known issue and it will be fixed in a Firefox 100.0.1 update.
