Cannot send Tab from Laptop to Android Phone

I have an issue Sending Tabs from my Office Machine and my Laptop to my Android Phone. All Three Devices are running Firefox Quantum.

I have no problems sending from my Phone to my other devices. When I send from my Laptop or Office machine to my phone, it appears to put the URL in the history on my Phone, but does not actually open the link as a new tab. Is there a way to get it to do that on my Phone?
