Access Location where? If you block or ignore popups that ask for access location you will be blocked from site access. So this isn't a Firefox issue.

When on a website, you can use the page info window. ctl+I > Permissions tab : Access your location - Allow. You can also use Settings > Privacy & Information > Permissions > Location : Settings button.
