I wish to disable cookies as a rule and make exceptions to the rule permenant. However the exceptions are lost every day and I have to reload them. Why?

Previously I had Defender Pro anti-virus software and it allowed me to disable cookies and then make exceptions. Now I use AVG and it does not have this feature. Firefox does, and yet the exceptions are not saved permanently and every day I have to reload them. Why is this?
